Coworkers
Create Coworker Workspace Access
Propose or directly grant coworker workspace access. Platform admin and vendor admin (member workspace) grant immediately; vendor admin foreign workspace creates PENDING. Body: exactly one of workspaceId, userId, organizationId, email (personal workspace), or organizationSlug (org workspace).

Authentication required for all endpoints. Supports Better Auth user credentials, dedicated coworker bearer API keys (coworker_), and the orchestrator service bearer (ORCHESTRATOR_SERVICE_TOKEN).
